RULES OF GOLF AND RULES OF HANDICAPPING 
DURING COVID-19 CONDITIONS
IN EFFECT UNTIL ADVISED OTHERWISE 

Bunkers   -   if a rake is present a player should not touch it!
  • Disturbed areas of bunkers will be treated as ground under repair per rule 16.1c.  
  • If rake interferes with the lie or swing, player may mark the ball and then drag the rake (movable obstruction) away with a club 
  • While exiting bunker please smooth the area with your foot or club
Flagstick – may or may not be used on the course:
  • If not used, then general guidance as to hole location to be provided by the course. (one example: GPS)
  • If flagstick is present, please exercise caution and do not touch it! 
Hole liner – may be above the surface of the green or various objects may be placed in the hole or around the flagstick to prevent ball falling to the bottom
  • Player will take most likely score – should consider the number of strokes most likely required to complete the hole and determine whether the ball would have been holed or not. Most likely score is the player’s best judgment and should not be used to gain an unfair advantage.
Scorecards – each player will keep their own score and verify verbally the hole-by-hole scores. This will be done on the honor system without needing a signature

Ike Hole #2: Course-side shrubs right next to the protective tunnel/fence and the course-side fence are treated as a single abnormal course condition which relief may be taken under Rule 16.1 (F-3.3) Free relief. Out of bounds is defined by fairway- side edge of cart path curbing within the tunnel.

Ike Hole #2: A ball that comes to rest over the cart path at the back of the putting area is out of bounds. Stroke and distance - 18.2b – One penalty stroke.

Ike Hole #15: As an extra option for a ball in the penalty area, a player may use the designated dropping zone (DZ) for one penalty stroke. A ball must be dropped in and come to rest in the DZ. (E-1.1) One stroke penalty.

Babe Hole #17: When playing from the Red Tees positioned on the teeing ground left of the cart path leading to the 17th green, the yellow penalty area is played as a red penalty area. (B-1) One stroke penalty.

Seams of Cut Turf: If a player’s ball (not stance) lies in or touches a seam of cut turf or a seam interferes with the player’s area of intended swing: (a) Ball in General Area – take relief under Rule 16.1b; (b) Ball on Putting Green – take relief under Rule 16.1d. (F-7) Free relief.

Decorative planted areas that are surrounded by an artificially surfaced path (including everything growing within that area) and the path area are treated as a single abnormal course condition when taking relief under Rule 16.1. This includes the concrete plant area on the right side of the cart path, Ike #7 (F-3.3) Free relief.

When taking back-on-the-line relief, there is not additional penalty if a player plays a ball that was dropped in the relief area required by the relevant Rule 16.1c(2), 17.1d(2), 19.2b or 19.3b) but came to rest outside the relief area, so long as the ball, when played, is within one club-length of where it first touched the ground when dropped, if it’s not nearer the hole than the spot of the original ball. THE FOLLOWING PREFERRED LIES LANGUAGE IS NOT TO BE INCLUDED ON SCORECARDS BUT ONLY USED WHEN DESIGNATED BY THE RULES CHAIR AND/OR TOURNAMENT COMMITTEE:

When a player’s ball lies in a part of the general area cut to fairway height or less, the player may take free relief once by placing the original ball or another ball and playing it from this relief area! Size of the relief area will be one club-length from the reference point (spot of the original ball) but no nearer the hole and must be in the general area. (E-3)

Pace of Play Tips

  • Be aware of the group in front of you.  Look ahead, not behind.
  • Think about your next shots as you go to the ball. Take several clubs with you, the one you think you will use, plus others you might want.
  • Drive a cart as a team: While one player walks to her ball, the other player goes to her ball.  Or leave the cart in the middle and both players walk to their ball. Don’t wait for a player to return to the cart before proceeding to the next ball.
  • In stroke play, playing out of turn is permissible if safe and not interfering (USGA Decision 10-2C/2). Play ready golf when possible.
  • The first player whose ball is on the green should drive the cart to the appropriate position behind or beside the green.
  • Study your line of putt while others are preparing to putt.  Do not wait until it is your turn.
  • Leave the green and immediately drive to the next tee, holding your clubs. Then put your clubs away and take out the club you will use next.
  • Record scores at the next tee, not greenside.
  • Two players of the foursome who putt out first can drive to the next tee to tee off while the other two remain on the green to putt out.
